Can't reinstall/uninstall PVSW because can't stop engine

Can't reinstall/uninstall Pervasive because can't stop engine.
After some failed product installation attempt, when trying to reinstall or uninstall Pervasive, you get a message that the Workgroup (Workstation) engine is active and you must stop it first. But when you find the Pervasive Database - Pre-load icon in the Notification area on Windows Taskbar, right-clicking does nothing.
The safest step for the user to try first is to restart the computer (Windows). Then, look for the Pre-load engine icon and see if he/she can right-click and select “Stop engine and exit” from the popup menu.
Another possibility, and may be necessary if restarting the computer doesn't allow interaction with the Pre-load engine, is to start the Windows Task Manager (right-click in background area of Windows Taskbar and select Task Manager), then on the Processes tab locate the W3DBSMGR.exe process, right-click on it and select “End process”. That should effectively stop the engine.
After engine is stopped, uninstall the Pervasive product, then browse the installation CD, open the PVSW folder, locate the setup.exe file and run it. (This starts a direct “manual” install of Pervasive.)
