Undeleting employee gets validation error

Undeleting an employee with some kind of validation error:
This problem may be related to deletion of categories. When the categories were deleted and re-added, the employees that were already in a deleted state were not fixed up. This is either because you could not or because there was no need to at the time. Now it appears that these employees cannot be undeleted because the missing Category 1 definition is an error condition. However, I believe you actually can undelete the employees. Try the following steps:
1. Highlight the employee name in the left hand pane.
2. Click on the Undelete button.
3. You should get a dialog indicating that you have made changes and asking if you want to save the entry. Click on the Yes button and you should see a “required field” error in status line at bottom of window.
4. If you do not see the cursor in the “Category 1” field, then press the Tab key once and you should see the cursor.
5. Select some valid Category 1 value.
6. Click on the Undelete button again. At this point the employee should have a valid Category 1 assignment and status should have changed to undeleted/active.
7. Click on the Save changes button to make this permanent.
