Maximum user count has been reached

This is caused by one of the following reasons:
1. You are attempting to have more persons log in to C21 than you have seats. For instance, if you have a three user license and a fourth person is attempting to log on concurrently.
2. The permanent PSQL License Key has not been applied. You initially installed a temporary key from Pervasive and that license expired after 30 days. In the interim, you should have applied or moved your permanent license key from another computer. This license key must be entered only at the main server installation. If you feel that you have already entered this license key, please contact us.
3. In certain cases, users may not have had administrative permission to enter the License Key. To proceed in these cases, restart the Pervasive License Administrator program in this way: Find C:\Program Files (x86)\Pervasive Software\PSQL\bin\guilcadm.exe file and right-click the icon. Choose "Run as administrator". When the program opens, re-enter the Pervasive license key.
